How the size budget is shared across pages
A PDF target has to cover the whole document, not each page separately, so a five page scan gets roughly a fifth of the budget per page. The tool searches for one setting that makes the finished document fit, then applies it consistently so no single page looks worse than the rest. Documents that are mostly scanned images, which is what application portals usually receive, compress very well this way.
